Enable the opt-in option in checkout:

If you enable the phone number validation (only available for Twilio and Nexmo)

Opt-in / Opt-out

If in settings SMS notifications was enable for opt-in customer in this case customer can Opt-in from Order receive page and View order page

Admin can Opt-in or Opt-out customer in admin order edit page.
